Apply when a session sees work outside the change in hand that it is leaving undone — the same defect in a sibling file, a page that still describes the old behaviour, a test that only passed by luck. Writes each one into the owner's TodoList as a follow-up the moment it is recognised, through the todoList_addFollowUp tool.
Apply when asked to drain, work through or clear this repository's follow-ups, or when nothing else is asked and the repository's own instructions put its follow-ups next. Takes the open follow-ups one at a time through the follow-up tools, does each through the repository's own change loop, ticks it or hands it back, and stops when none is left or the list stops shrinking.
