Find the concerns a unit of work raised and set aside (in the current session, in TODO and FIXME markers the branch adds, in the pull request body and review comments, and in out-of-scope sections of the plan or issue), propose them as one batch for the user to trim and edit, then file the approved set as GitHub issues linked back to their source. Use when the user says "create deferred issues", "file the deferred issues", "file issues for the follow-ups", "file issues for everything we set aside", "file the out-of-scope items", "what did we defer", or asks to track the concerns the current work left open, often just before "/pr". Requires the gh CLI to be installed and authenticated.
