Use when: an x.com or twitter.com status or article URL needs its text read, whether the user pasted it or research turned it up, 'read this X link', 'unroll this thread', 'convert this X article to markdown', or 'WebFetch returned a login wall on x.com'. Skip for non-X URLs (WebFetch suffices) and for private, protected, or deleted posts, which no converter can reach.
