Builds, refactors, or substantially improves an atomic agent skill for the CURRENT project using a rigorous, domain-agnostic process: discover the project's conventions and shared surfaces, frame one atomic capability with verifiable success criteria, research and verify the behavior empirically, draft a plan, run a (size-scaled) blind multi-perspective sub-agent review, consolidate the feedback critically, then implement the skill with a runnable proof, and finally register and cross-reference it. Use when a repeatable agent workflow has no skill and one must be created, when a skill has grown too big and must be split into smaller atomic skills, or when an existing skill needs a substantial improvement. Follow this instead of doing the workflow ad hoc — capture it as a reusable, verified skill so the project's skill set improves itself over time.
One-time bootstrap that wires THIS project for the self-improving skill system. It discovers the project's stack, verify command, shared surfaces, and existing skills, then writes a short project profile plus a standing "notice → propose → ask" skill-improvement policy into every agent-instruction file the project uses (CLAUDE.md, AGENTS.md, and the like), and when run as a project-local copy removes itself so it doesn't linger. Use when setting up, initializing, or wiring a project to use skill-forge / the self-improving skill system. Triggers: "set up this project for the skill system", "wire up skill-forge", "initialize the skill system here", "enable self-improving skills". This is a run-once SETUP skill, not the skill builder — to actually create, split, or improve a skill, use **skill-forge** instead.
