Token-frugal multi-agent orchestration for Claude Code, with three chair profiles: a Fable chair, an Opus chair that keeps Fable as the reviewer tier — plan review plus every close, never planning or building — and an Opus fallback for when the Fable limit runs dry. The chair plans and decides, Sonnet carries the volume, Opus takes the hard slices — routed by tier, not by a per-spawn effort dial — and fresh-eyes verification guards every close. A Requirements Ledger and guard hooks enforce the discipline mechanically, and finished tmux teammates are reaped automatically.
