Ships four skills (delegation contract, measuring before asserting, session handover, and knowledge keeping), one read-only foreign-material review agent, a short core card injected at session start and at subagent start (or declaratively via rules/AGENTS.md), a hook that logs how long each subagent ran, and an update watch hook. Every rule states what enforces it, or says plainly that nothing does.

Look it up or run it before saying it; notes are a dated snapshot, not evidence. Use before stating or recording a foreign system's property, what a safeguard covers (careful ones too) or a changeable state (config, version, path), and when a check refutes your notes. Foreign-set values never come from storage; other ageing: knowledge-keeping. Triggers: 'stimmt das noch', 'is that still true'.
Closes a session as the last step of the work: runnable work committed by whoever holds the pen, paused state restored or named, each fact in its canonical place, no note, next step and reason in the closing message. Use when stopping, context is nearly full, a delegated task returns, or agreed work has no next item, not each turn. Triggers: 'that's it for today', 'Schluss für heute', 'Übergabe'.
