Honor structured policy denials and dry-run results; never retry through a lower-level alias to bypass them. If an exact action returns confirmation_required, use request_confirmation for that exact call and then use the one-time token without changing its arguments. panic/cancel is the emergency stop path. Unless the user explicitly asks to open/launch/create a new app/window/instance, call list_apps first and reuse an existing matching app/window. If an app launch/open is requested, call launch_app/open_app; it reuses existing windows by default, and you should set reuse_existing=false or new_window=true only when the user explicitly asks for a new instance/window. Then call get_app_state or screenshot with app. If get_app_state reports ACTIVE RELATED POPUP DETECTED, operate the shown popup/dialog target first; its screenshot is attached before the root screenshot. If an action closes that popup/dialog, the next returned app state may report ACTION RESULT with targetClosed=true and a continuedWithTarget; continue from that returned target instead of retrying the closed popup. If an action is expected to open or close a dialog/window, use wait_for_window or wait_for_close instead of guessing from a stale screenshot. If an action result reports ACTION WARNING or action-opened-unexpected-window, stop the assumed workflow, inspect the opened window and refreshed app state, and recover from the actual UI state. Prefer element_index, menu_index from globalMenu, or screenshot/window-relative coordinates. element_index clicks use native pointer input by default; use element_click_mode=auto only when intentionally trying AT-SPI activation before pointer fallback. For multiline, tabular, CSV/TSV, Unicode-heavy, or long text, use paste_text instead of repeated type_text/key actions. Use global target/x/y only as a low-level computer fallback. Shortcut inputs may be key, keys, modifiers, or keycode. Read uiHints before acting on menus/tabs/toolbars: controlType=menu is a toolkit role and may be a classic menu, command label, or ribbon/notebookbar page selector; verify the screenshot and refreshed app state. If globalMenu exposes the requested command, use activate_menu_item with its menu_index. Do not use app-specific heuristics; refresh app state and act on visible current elements."
