Mandatory pre-creation analysis for new skills, agents, commands, or CLI tools. Searches existing ecosystem for overlap and recommends PROCEED/EXTEND/COMPOSE/ITERATE/BLOCK. Must be invoked BEFORE writing any new artifact definition. Trigger whenever the user says "create a skill", "build an agent", "make a command", "add a CLI tool", or any variation of creating new Claude Code capabilities. Also trigger when the user describes a workflow they want to automate as a new skill or agent, even if they don't use the word "create".
