Scan-and-plan (read-only) workflow for normalizing Form.io column layouts to sum 12 across a service's forms, plus a gated apply, covering BOTH tracks — the under-12 PAD track (widen a short row's columns) and the over-12 SPLIT track (break a too-wide row into multiple sum-12 containers; width-12 columns ship as [12, empty-12] CSS-complete pairs, the one sanctioned non-12 sum). The APPLY half (any form_patch write) is ENABLED but gated on per-instance deployment of the platform precondition (TOBE-18004 / DS-Frontend#173, DS >= 2.18.326 on the 2.18 line / >= 2.19.188 on develop) AND the instance allowlist — apply only on an allowlisted instance where the DS empty-column exemption is deployed.
